Or it could be that the BellCore expert was simply posting a reply to an online article and not writing a textbook. The BellCore guy could be perfectly cognizant and familiar with the issues your friend raises and simply didn't mention them because he was just making a quick reply to another post. Whose to say that if queried, the BellCore guy couldn't explain how these issues are addressed as well?

Why not ask your engineer friend to reply to that post and put these questions directly to the BellCore guy? That could make for a very interesting exchange.
