You can use an LL1664/PP transformer, 3K:8ohms. It is rated at 55 watts at 30Hz. The higher quality/power alternative is the LL1623/PP, which will do 125 watts. Neither transformer has feedback or cathode windings, but I will argue that you don't need feedback, if you design the amplifier carefully. In my experience, negative feedback may tighten the bass a bit, but robs the music of the delicate, rich harmonic structure that makes live music the enjoyable experience that it is.

I would consider using an interstage to couple the ECC99 to the KT88s. I suggest the LL1671/PP for this application.
