Help Needed

Often times people will quote a cabinet as being say 90 liters. Since I don't know how to convert 90 liters into a measurement I can work with. I was wondering:

1) if there's a way to convert 90 liters into cubic feet.
2) why aren't cabinets defined as say 24 cubic feet instead of liters? Cubic feet can than easily be transferred into an enclosure of 4' H x 2' W x 3' D?
