Just got a 400. The e-bay seller said it works well. What is the worst thing that can happen if I plug it in? The tubes look good, but.......

The worst thing that can happen to an 'untested' unit is to power it on and have one of the transformers burn out.
The Fisher stereos are well-built, but who knows what kind of abuse has occured in the meantime. Good idea is to take it to someone who can power it up on a variac and see if it needs work. I can guarantee that the coupling caps need replacement, the bias needs to be rebuilt and adjusted to a higher bias voltage (increases tube life) and maybe needs new 'lytics.
I was lucky, my Fisher came through my family and I knew its history. It didn't stop me from damaging a pair of 7591s when I ran it for several months on a failing bias supply.
