Yeah, I have one that I bought on eBay many years ago. Kind of a budget model compared to other brands that use the same PP 6BQ5 configuration. The one I have had been completely restored by a reputable tech - all new tubes (including the rare 7199s), new caps, the whole nine yards. I haven't used it in quite a while. I should dig it out sometime and give it a listen, I suppose. It's not a common amp but they do show up from time to time, so not extremely rare. The price in the auction seems way too high to me. Unfortunately, like most of the stuff on eBay now, it's not actually an auction. I think the prices in most of the Buy It Now listings are too high - usually way too high. Most BIN sellers are just fishing for suckers. If this was listed as an auction it would likely sell for under $150-200. Seems a lot of sellers are afraid to find out what something is actually worth. The similarity to the Scott amps, as stated in the description, probably is related to the use of 7199s and similar tubes like the 6U8 in the phase inverter position. In terms of build quality and sound it is nowhere near the Scott. If you're looking for a tube amp that sells for a more reasonable price than the "big names", check the link below. It's PP 6BQ5, doesn't use any expensive, hard to find, tubes and sounds great. I have no connection to the auction, of course. Although prices of vintage tube gear have generally gone up considerably, these are still bargains relative to the higher priced brands (most of which I also own). I'm currently using one that I did a complete rebuild on in my "office" system using a pair of Rogers LS3/5A mini monitors but they sound great on larger speakers too.
