Have you ever listened to 105.9 FM WJZR North Coast radio in the US?

Compared to others jazz/classic/pop stations, this station's tonal balance seems wrong: more treble, less bass.

Is it because they apply tone control according to their taste? Or because they have incorrect setting in some of their equipment related to FM pre-emphasis?

One can only speculate. There could be other factors as well. Pre- emphasis sounds like a good guess.
