I Just got new Instek 8246 meter from the same place we got the scopes and all I can say is wow.

These are brand new and had tape over the display,box and directions and these meters sold for over 800.00 and I got mine for 125 with shipping..This things measure to 5 places,it measure ripple frequency,voltage to 1200vdc,current to 20 amps and it has a dual display..Whats nice is,I can measure resistors down to a fraction and this is especially good for cathode resistors on output tubes and emitter resistors on output transistors when being dead nuts on is required.
You can also measure frequency response to 200khz to it's just like having your own distortion analyzer without the signal generator.It measures DB and it has a dual display..This thing does dam near as much as the Keithley 2015.It has a nice manual with it to. I don't know how many he has left but he put them on for like 134.00 obo and I offered 125.00 and got it..Check it out.It also measures capacitance to 50 uf but it measures the small coupling caps to several places.

because it's out of manufacturer warranty but who cares..You get a 90 day one anyway. Whats nice is you can match capacitors and resistors and diodes as well.

Keep in mind that this was design in the USA and even tho it's made in Taiwan,Taiwan is not China.It is much more upscale as is Hong Kong

The problem is, many items made in mainland China are shipped to Taiwan, relabeled, and sold to the West as Taiwan products. They are also sold back into China, because even the Chinese don't want to buy junk. There was a time when the "Taiwan" label might have meant something. Now it has to be regarded as just another marketing tool.

The supply below is being sold on eBay. In another image, the rear panel clearly says "Made in Malaysia." However, we have several identical supplies where I work. Identical, that is, except for the brand name. They're branded Shenzhen Mastech. Guess where they're made? (Hint: NOT Malaysia.) I guarantee you all these supplies are made by the same company in the same plant in the same SE Asia country we all know and love.

The PS280s I've seen were labeled "Made in Taiwan." I don't believe it. You can't trust any of these companies anymore.

I looked, and it does say it was made in Taiwan. It has been quite reliable, however. Maybe I should crack it open and check the caps....

Save your nickels and buy some decent used HP, Tek, or Genrad equipment.
Remember the platitudes we used to tell ourselves: below some level distortion doesn't matter, tubes and caps are generally within 10% of spec, getting the most out of tech equipment is technique, not the hardware, etc.
I've been lucky, mine still work - knock on wood.
