 Which of these 2 sets (the EMI or the EMI Classics) appears to better produced.

(The price difference for either set from Arkiv is only a few $$, but I'm more interested in the production value)

 The two R.V.W Boult Symphony/Orchestral works box sets offered on Arkiv do not contain the same works.

One is all the orchestral works that EMI recorded, the other offers only those non-symphonic works that appeared on the original LP releases of the symphonies as " fillers".

Buy the box that offers the most as otherwise you will miss some great music.

Where works are the same on both box sets the performances and recordings are identical.
