Can anyone explain how this works? I sold a item on Ebay and the buyer didn't pay. I got a notice from Ebay if the buyer ends up not paying I will get a final value fee...

The final value fee is Ebay's commission for making the sale. That is how they make their money.

Your account is charged the second the item sells.

If you have an item sold and no payment, you open a case with Ebay. They contact the buyer and try to coerce them to pay. If they do not, you get your fees back.

It's a fairly easy process but kind of hard to figure it out on your own. Ebay will wave the final value fees if you and the buyer agree to cancel the transaction after it ends. I don't remember the exactly how - it's in the lists of the things you can do from pull down menu for your item.

Non paying bidder is different than cancelling the transaction for the buyer but I think it's the same for the seller. The buyer does not have to agree with the cancellation if he doesn't pay (and other things happen as well) - otherwise he does agree. I accidentally duplicated a buy it now transaction and eBay allowed us to cancel the transaction with no fees or repercussions.

I always give the buyer the option to cancel the transaction if they are taking to long to pay. It's on option no one has selected and payment follows shortly.

Just go to the Resolution Center and open a non-payer bidder case. You will be guided through the steps, it's easy.
