Unsure what your post is about. Is it to draw out attention to the existence of this record or is it a question about how to best clean LPs?

If the latter try asking on AA over on Vinyl Asylum. If you are lucky and someone lives near you they may even offer to do it if you prompt them. I would if I could on either of my cleaning machines (or both if it is really filthy) but sadly you are several thousand miles from me across an ocean :-(.

First they came for the dumb-asses

Everything RCA recorded of Toscanini's has been reissued multiple times on CDs; it's probably easier to look on eBay or Amazon for the reissues than to clean up a badly damaged LP. The sound is never going to be great, but if (like me) you're interested in historical performances, you get used to it. For example, I bought a very cheap boxed set of Toscanini conducting multiple Verdi operas; who cares if the audio quality is limited when you're listening to, say, Otello, in which the conductor played in the orchestra at the world premiere conducted by the composer?

My Father bought his copy in the 1950's. To play on his 20W MONO tube McIntosh, tube McIntosh preamp and Pickering turntable. My Father was a radioman in WWII and he knew quality audio equipment. :-)
