Agreed were it not for the fact that the OP specifies VTF as 1G. Begs the question how this was verified. And the arm looks like it is set too low as well although this is difficult to tell from the limited view of the picture.OP; the Empire carts do not necessarily have a body that should be horizontal. The upper mounting plate should be parallel with the disc* and defines the angle of the body. I think you need to raise, not lower the arm.
* For initial setup. Small variations may be necessary to set correct SRA.

Ive seem several carts that mount like that. I've also seen many people say the tracking force is one gram because the counterweight indicated one but was not calibrated.
