As with all things concerning audio, YES, indeed there is a "best sounding" regulator. I could not tell you which regulator that is, however, I can say that the cheap regulators normally used are far from ideal. Very far.
I have used the TPS7A4700 with great results. (see link)
If you are considering better regs, the choice of diodes is also very important. I use IXYS HyperDYN in everything. They are amazing, without a doubt... (also expensive)

Because I haven't done comparisons among all of them, and would be surprised if anyone has.
I can, however, re-report my very positive experience with upgrading the stock regulator inside my Graham Slee Reflex phono stage with the Belleson SuperPower regulator (link below).
My experince was posted on the Vinyl Asylum, and the link to my post is right here . The synopsis: Quieter, better sound-staging, and most impressively, increased dynamics. As my post said, "Easily the best $55 I've ever spent on my system".

K&K Audio sells a low voltage PS kit that I used for the same purpose. Uses Schottky diodes and an LT-1080 regulator chip and Panasonic caps.

Given that there are lots of opinions about the wire in between devices....
A +5/-5 VDC power supply should be fairly straight forward-
Good transformer and regulator w/ diode bridge and caps...
Off you go to the races...
