I have been using the Russian 7189, military long lasting in my Scott 222, it is as close to spec if not better than any El84 "M" They need some break in and can be a tad gruff, but after awhile they sound great and wont break the bank.
I have a regular quad of EL84 new genalex repro gold lion, they are not "M" which is the military grade, but should also work fine, have not tried them yet, but if they are anything like other gold lion re-pros they should be top notch.
If your question is more geared toward, "simply" can you find good tubes for an EL84 amp, the answer is yes and they are plentiful, but specifically if you need the "M" best advice I can give you is use the Russian 7189.. EL84's of whatever type are probably my favorite tube, they just do every thing well.

...but definitely not as rugged as the 7189/EL84M/6π14π-EB types. Jim McShane has a strict warning on his tube page against running these GLs over 12W dissipation. I had a couple fail even at 11W. It may have had something to do with my amp, but several other compatible tubes had no problems.
Incidentally the GL is slightly larger in diameter than most EL84s and may not fit some tube shields or shielded sockets.
