I am using these two in a phono preamp. It is a two chassis design but the two regulators are going onto the signal chassis. Do these tubes need shields? I'm pretty sure Collins and other companies always used shields on them but I am not sure. Any other suggestions or comments...???

I believe Collins just wanted to keep the tube secured to the socket.

Only if they are going to be used in a VERY bright area.
The brighter the ambient lighting the lower the voltage.

They'll strike at a lower voltage if there's light available. I haven't heard that they'll regulate to a lower voltage with light. What would cause that?

They are a "cold cathode voltage regulator tube".
The voltage drop biases the tube.
Direct sunlight will add bias energy to the tube
so that the voltage will be slightly lower.

I have used the OB2 with nice results with no shielding needed. I would use one per tube section.
