I really shot myself in the foot on this one, but still got ripped off. Should have just done a $1.50 registered receipt but was rushing (and flat boxes are too small and unsafe for tubes imo).
Bought a pair of rare E80CC D-getter soff ebay, used some eBay bucks too.
They did not test as stated, when tested on my Amplitrex AT1000.
I followed eBay's advice and contacted the seller who told me to send them back. They had good feedback (now another new negative though) and were open to the return so I shipped back the same way they did...1st Class mail no tracking.
Since the cost would be about $25 for tracked Priority, I was cheap. So then I file an eBay complaint to protect myself, and eBay starts asking for tracking. When I didn't have it they closed the case and now they won't even let me leave negative feedback as it has been too long, while I patiently waited for the seller to email me.
No word from the seller for 2 months now. Don't be cheap like me; it felt wrong for me to foot the bill but I simply should have put my foot down and made them pay for return shipping. I figured I would be nice and cover the return 1st Class. I'm way too trusting.

The seller should be faulted for lack of communication. However, you cant expect tubes that test well on one tester to test similarly on another, especially if you are using an Amplitrex. If these tubes failed miserably on your tester then they most likely were bad, but if they were just low this might have been an example of a tube that your tester just tests low. Just a thought.

Think for a second...the seller's lack of communication is quite telling. All they have to do is email stating "say, please provide the tracking, and we'll see what we can do".
Yes, I'm used to having to spend $25, even for 2oz packages for tracking and even then USPS tracking isn't 100% reliable at a foreign post. I ship low cost items, at buyers request to, Canada sometimes via 1st class mail, as I just don't feel comfortable shipping tubes in those thin flat boxes. I usually do a return receipt for $1.50 - this time I was at a university PO which doesn't have all the features of a main branch. The longs are hellishly long too. I should have been more patient.Victim facilitation, yes. Still, me, the purported victim ; )
Who knows, maybe they died or are in jail and my tubes will come back.

Happened to me as a seller. I sold a Shure M97XE cartridge to a guy on the west coast for 50.00. I sent it first class mail without a delivery receipt. Long story short, the customer claimed he never received the item. Wanting to keep my flawless feedback, I refunded all the money to him. Lesson well learned.

Maybe your shipment got lost and the seller did not deserve a negative. Maybe they received the shipment and are denying it, in which case they deserve negative feedback and ebay banning. Because you had no tracking number you cannot prove either case and neither can ebay.
I would not go on a forum and issue a warning about any seller unless I had proof they were frauds. Your incident is, as you said in your OP, as much your fault as theirs. It's unfortunate but should just be considered a lesson learned, and a cheap one at that.
$115 isn't a cheap lesson.
No emails from the seller since they requested I send the tubes back.
They did not offer to cover shipping (as I would have), and their lack of response and recent negative feedback leads be to believe they committed fraud.
Go ahead and buy from them, I'm just stating my experience.
I did not say it was my fault either, I stated that I did not protect myself against their theft. Their test results were an outright lie as well. Do I have PROOF of that? No, but I will suggest that all heed my warning as their results were a fabrication.

You should have used a priority mail small box flate rate with delivery confirmation. I send many tubes this way. They guaranteed to arrive in 2-3 days and once they're delivered the delivery confirmation # also works as a tracking number as well!
As you can see from the summary below you're charged $4.95 for the prioty flat rate shipping and $.70 for delivery confirmation for a total of $5.65. It's too late to help you now, but good advice for future returns and shipments!

Thanks, I get nervous sending tubes in small boxes but it's a once in a lifetime thing to see something get crushed like this.
I usually do everything online and I'm just used to using my good old 1st Class for a pair of tubes at about 2.50.

Learned the hard way!
USPS Has a "pretty good" record with first class, over 99%. Not near good enough to trust your goods or your reputation to. And when you add the vagaries of multiple countries post office systems that success rate can only go down. Tracking is a necessary expense, as is insurance for anything you can't replace. (It amazes me that USPS has no responsibility for lost or damaged items unless you pay extra).
Second, it's possible, even probable, that no fraud was involved on the seller's part. You have THE tube tester, and presumably the seller has some random old tube tester, so it could have tested well on his and not so well on yours.
Sorry about your experience.
btw - have a pair of Omega's new Hoyt-Bedford on the way in. After the holidays having a get together in Tampa.
