I'm increasingly leaning towards the notion of Palestinians insisting on full citizenship within a "Greater Israel". The viability of a separate Palestinian state diminishes with each expansion of the "illegal" settlements, and may have already reached the point of nonviability. It's been clear for decades that Israel is not serious about dismantling settlements, so maybe it's time for the Palestinians give up hope for a separate state and demand their rights as citizens of a greater Israel. It will not happen but I doubt it would hurt for the Palestinians to suggest such a solution and portray this as a way to "peace" for the American public to swallow. No other tactics have had any impact.
"Palestinians may have to abandon the goal of an independent state if Israel continues to expand Jewish settlements and the United States does not stop it, chief Palestinian negotiator Saeb Erekat said on Wednesday.
It may be time for Palestinian President Mahmoud Abbas to "tell his people the truth, that with the continuation of settlement activities, the two-state solution is no longer an option," Erekat told a news conference.
Israel has rejected the idea of a de facto annexation of the occupied West Bank, incorporating the Palestinians as citizens, as "demographic timebomb" that would make Jews the minority.
Citing a 2003 peace "road map," Abbas has made a cessation of Israeli settlement activity in the West Bank a precondition for resuming statehood talks with Israel.

Of course it is.
Why do you think they were encouraged in the first place?
It was to insure that no future Israeli government could possibly decide to give the captured land back to the Palestinians/Arabs.
The settlement in the East Bank will NEVER be dismantled because no government could survive in Israel if it were to do so.
End of story.
End of Palestinian State which includes the West Bank.
Don't even think about a discussion regarding any part of Jerusalem!
