That PayPal protects the buyers at the expense of the sellers. However, I can tell you from personal experience that PP is not above absolutely boning a buyer over a disputed purchase. I ordered/paid for a Seiko watch and received an empty box. Despite the fact that this was confirmed by a notarized statement from my postman, PP told me "tough shit" and denied my claim.
I will never again use PP for any purchases, the risk is simply not worth it...

...so you can try to charge the seller back. This has worked for me. If you pay from your PayPal balance, then PayPal gets the last say.

I do not maintain any balance in my PayPal account. I have purchased quite a few items through e-bay via PayPal but always use a credit card. If I have to dispute something I file a dispute with my credit card company at the same time I file one with PayPal. This has always worked for me in the past for the several times I have had to resort to disputing my purchase.
Unless you paid for the Quads by credit card I'm afraid you might be SOL.

Yes, if buying, must use credit card or something you can get your bank to help you chargeback/dispute. If selling, transfer the funds to an offline account (e.g. one not attached to Paypal) before shipping. Paypal may try to recover funds if you get shafted by the buyer but they will fail if you've already moved the money. It will require you to abandon that account since it will have a negative balance, but at least you don't get screwed out of the funds, and you can always start another paypal account if need be.
