Do you cancel your UPS account and re-open another? Does UPS hold you liable for charges or is that already fixed?

UPS cleared the charges but not before asking me if I knew someone at a rehab center in Atlanta, Georgia. What??????
UPS also told me those shipper numbers are only temporary and would automatically be cancelled. Not so sure I believe that.
Best solution is to use FEDEX.
I prefer FedEx too but none of them are perfect. Glad your issue appears to be resolved.
As far as liability for charges - UPS is pretty good at covering that. In my case, since I'm a UPS "Authorized Shipping Outlet," I've never opened a new account, but have had to dispute a few billed charges. Must say - it seems more than a bit naive of them (or us as shippers) to allow any possibly billable account info to show up in any given tracking number.
Is your outlet a "UPS Store"? I believe those are franchises and I've found shipping charges to vary, often more expensive versus going to an actual UPS facility. But they're convenient if you don't have an actual UPS facility nearby.
