I have 2 forgotten ones in a box with other cables. All the others cables are fine except for these, with a rotten (chemically) jacket in a sticky cracked peeling mess.
I have seen cables exposed to the elements harden and discolour, but I have never seen anything like this.
Fortunately, I can re-sleeve these over the tinned copper shield but relatively expensive Swiss made mains cables should never be like this.

I have a hunch they used a slick looking shiny PVC jacket that was not formulated for outdoor use. If the temperature of the storage area was repeatedly exposed to freezing temperatures, the particular material may have degraded and become brittle as a result.
BTW, the problem with simply covering the braided shielding with Techflex instead of the missing jacket is the conductors are no longer held tightly together via an extruded jacket. Power cables tend to sound better when the current-carrying conductors are held firmly affixed together all the way down the power cord length for electromechanical resonance control purposes.
heat shrink too, but some PVC does have that annoying habit of becoming brittle and breaking off. Some merely turn slimy over time. Believe it has something to do with the plasticizers leaching out. but am no chemist.
