You might try installing attenuators between your preamp output and your amplifier input so that normal listening occurs with the preamp volume control around 70% instead of 30%. That's what I did and it got rid of the noise.

John, when you installed the attenuators...did you reduce the hiss/noise solely or did this only reduce the overall soundtaking the noise with it? So with the volume turned up, would the hiss come back during quiet passages?

My tube preamp had fairly loud noise that was completely independent of its volume control setting. I have input potentiometers on my power amplifier so I turned them down such that normal listening level required my preamp's volume control to be around 2 or 3 o'clock. Apparently, my tube preamp has much more gain than needed so attenuating its output reduced noise without affecting my ability to get a good listening level. I don't hear any noise to speak of at my listening position unless I play kind of loud with my volume control at 4 o'clock and beyond, but normal listening level has essentially no audible noise at my listening position.
