I think that is just a 9-pin loctal base. I've used these from Ned, http://www.tubezone.net/9-Pin-Loctal-Ceramic-Chassis-Socket_p_116.html, before for tubes with 9-pin loctals. But I'm not familiar with the RL15A, so it could be different than 9-pin loctal. Interesting tube.
