Eccentricity - how much is too much?

While setting up my QUp today I stood over an album to watch to device do its thing, which then revealed the fact that this album's center was off enough to be easily visible. I won't complain that this was a Mobile Fidelity album and they claim to be better than other labels (well I guess I did just complain, rant over).

First question: I could see the head shell swinging back and forth about 1/16" or less, but definitely visible. So how much is too much?

Second question: Didn't Nakamichi make a turntable (I think they even called it a Dragon, not to be confused with the Dragon tape deck) that accounted for eccentricity? What ever happened to this idea?
