6C19pi and Transcendent T16

I am helping out someone with a T16, which uses 6C19pi triode as outputs (also goes by 6S19p and a few other similar variations).

Getting some distortion on one block, and it appears on first glance to be mostly a tube issue (swapped tubes between blocks which cleared it up greatly). I have screened the input tubes (one 12AX7, one 12AT7 and one 12AU7) so am now checking the output tubes.

I have 6C19pi tube data sheets with information for an operating point of 110V plate and -7V grid bias resulting in about 95 mA plate current and a Gm of about 7.5 mA/V.

I have measured a couple on both a Transcendent Tube Analyzer and a Westmore 501 (at 100V plate), and I am getting results that are way off high (but similar to one another).

When I drop the grid bias to about -20V, I get readings much more in line with the data sheet.

Is it likely that the -7V grid bias from the data sheet is an error, and is more likely -17V?

Also, does anyone know the operating points (plate voltage and grid bias) for the T16? I can't seem to find the info online, so I have asked for a manual from Transcendent but have not heard back yet (would appreciate a copy if anyone has it electronically).
