Is the foam surrounding the tweeter important?

Follow up for my neighbors Meadowlark Shearwaters.

When we pulled the cover cloth off, the foam rubber around the tweeter was powdering off. Some of it was on the woofer cones.

Is this something to be concerned about? The speaker cones and surrounding material were fine.
