I think I should be be able to figure out if the new concerto truly is entirely by Mozart. As Chris says, this was the same period in which the rest of the flute music was written (ed.: the violin concertos, too) and still a bit early in Mozart's development, but there are "tells", especially the skill with which the themes are developed and the ambition of the overall structure, already impressive in other works when Mozart was 21.If this is Wendling's work, even if it is based on themes or other suggestions from Mozart himself, it may very much be in Mozart's "style", but should be shorter, with less imaginative and extensive development sections, simpler orchestration and less ambitious structure overall.
