Finally, I hit upon the idea of doing a workaround by deleting the old card from my profile, then going back through the EBay payment process. Sure enough, PP asked for new card payment info.I entered the new card numbers and Zoom, it went right through.

So--problem solved, no thanks to PayPal. I've never had problems like this before with PP, but this episode does not inspire confidence.
