"What are you basing your opinion on? Anecdotal observations or something concrete?"
Observation, of the general musical climate over there.....
Mainstream TV series like "Nodame Cantabile"..... Nothing remotely like this in the U.S. .....
The NHK Symphony Orchestra.... I think right now, it's only the best symphony orchestra in the world. The only orchestra right now to me reminiscent of the America's "Big Five" of the 1950s and 1960s.
The mainstream TV broadcasts of classical and jazz concerts. NHK is the flagship, but there are lot of others.
There are maybe more videos of Japanese music ensembles on YouTube than from any other country. Not just orchestral, but wind ensembles and jazz ensembles.
Audiences at symphony concerts in Japan have a balance of younger and older patrons (link- camera pans into audience).
The general interest right now in high-end audio in Japan is easily the highest of any industrialized nation. (You can find a lot of vintage audio clips on YouTube.)
The absence of stereotyping those into classical music as either elitist or old-fashioned.
