Take the issue up with your credit card company.

The issue of not delivering after charging you should be taken up with your credit card company. You can file a claim, and then they will credit your account.

I would suspect that having a number of such claims filed against a particular retailer wouldn't bode well for the continuance of their ability to accept credit cards. This would be the best way to get in touch with someone who isn't delivering a product for which you were charged and not responding to your messages.
