RE: HD14 Cable ...i'm a little confused...

The end user decided to use a shotgun run, perhaps because a Home Depot AC extension cord is so inexpensive. IMO, there is too much wishful thinking involved in a design and materials not so different than many inexpensive speaker cables, such as an inexpensive in-wall speaker cable with PVC dielectric.

"...wrap with teflon tape to improve dielectric properties of insulation."

That statement is incorrect. Teflon tape wrapped around a PVC cable jacket will not improve the dielectric properties of the insulation. A Teflon tape wrap is sometimes implemented as an actual cable jacket for some Mil-Spec cables, and wrapping the inner conductors of an audio cable right under a cable jacket, but not as an outer wrapping.
