Yes, they are very well constructed cables using top quality UPOCC conductors and other materials. What you think of the sound will depend on the specific cable you purchase, how you terminate them and other lesser factors such as length.
I have made several cables from their NEI-3001 ICs and found them totally rich sounding with a somewhat full bass and nice timbre. The high frequencies may not be as pronounced as some would like, especially if you like lots of detail, but I was using them with somewhat dark sounding amps so YMMV.
I also like their power and speaker cables. The NES-3002 is like the HT Pro 9 or Pro 11 cables (both of which are very good, IMO) and the NES-3001 is said to sound excellent.
The NEI-3003 you mention uses the shield to carry the negative signal. I would at least move up to the NEI-3002.
